booked in wrong class of service paid for and won’t fix or refund

I booked and paid for two Tickets in Premium Economy Class to Europe, turns out when it was time for me to select my seats they booked me in regular economy. I have been making calls and emailing with Sandy their supervisor who has promised me a partial refund. I do not accept that I have to pay 300.00 ticket to cancel what is not my fault... But, after many weeks I still have ZERO refunded to my CC and Sandy has stopped returning my contacts... 3, 400.00 rip off
