Akron ohio office will not answer phone after they promised me a refund

I rented a room the room was filthy and went straight to front desk and ask for another room, sheets were dirty and someone was smoking in room. I asked for a refund which the manager agreed to, now the office will not answer my phone calls and has not issued my refund and it has been 5 days
