To stop a order/obtain a refund

I placed an order for an item that was supposed to be delivered in Aug 2020. It was continually pushed back until December 2020 when orders were to be shipped. I never received my purchase, and now I'm fighting to get my refund. I'm being told that the refund was issued however, my bank has no record of a refund that needed to be posted to my account. The fact that you can't get a representative on the phone to expedite issues such as this is beyond frustrating. User's recommendation: No Live Customer Representatives.
