Need to speak to a someone about refund

My family was denied to board the flight on July 7th and it wasn't my family's fault. I am requesting a refund from your side as this a pandemic time and everyone has financial difficulties. The reason given to my family that they cannot board the flight was that they cannot travel 6 weeks before and no where in the immigration law we could find this rule. The person at the counter was not ready to listen or help my family as my family had all the required documents and there was a green signal as well from the immigration of canada that they can travel at anytime.
