stealing of tenancy deposit

Rob Duggan found a tenant for our property in 2012 and subsequently secured the deposit with a TDS. However he then left the scheme and we have been unable to contact him since. We have checked companies house and the company is was dissolved in 2016. We have also visited the last known address for him but unfortunately he hasnt lived there for 3 years.
