Riders who pay for one seat and take up two with bags

I thought there was a rule not to put feet up on seats? Not to put your bag on a seat so someone can't sit down in a crowded car? This is mostly a problem with young people riding the train but the conductors can do something. I'm a regular rider on Metra and contrary to the advertisements and announcements, riding Metra is *** Yesterday, a pan handler was on the train going up and down the aisles asking for train fare money. This morning I rode the entire trip standing in the vestibule (I'm a senior) with small children who also had nowhere to sit. There were at least four available seats in cars either side of us but these were taken up by tote bags (not luggage) and the feet of lounging passengers. I asked the conductor very nicely if he could say something to these people so that we could sit down. At first, he ignored me and then he said he could, if they would pay attention. He left the vestibule and never said anything to these people. There are no announcements anymore about this. You're already crowding us in like cattle...
