Residential Power charged at much higher rate

Since moving into this building have noticed just how high power is being charged at, way higher than under other power companies for around same sized apartment unit. Plus you can't change power companies this organization is sole provider for whole building...even though they are over charging consumers at what they're saying is at residential rates!
