Quality of seeds in bag

Bought the 20lb bag at Walmart got it home upon opening the bag was greeted with a cloud of dust. When i checked the seeds, they all appeared to have holes in all the seeds. Any explanation would be helpful. So far the birds have not been to the bird feeder. User's recommendation: unk.
