Propane bottle was empty after exchanged

Exchanged propane bottle a week ago and after hooked it to burner failed to work. Attempted to hook it up to several other gas appliances still wouldn't work. Took it back to Valero on 5310 Thousand Oaks and was told by manager that they were not responsible since all tanks are sealed when they arrive at store. We do business at this store several times a day and have had no problems. We felt as though we were being accused of lying. User's recommendation: Don't really know.
