Postage & handling refund

I placed an order and the sales person promised I would get a refund but I had to join this Signals VIP Insider. I joined as I was willing to read about it. She guaranteed I would be given credit on the postage on my order if I agreed to have this info sent. I looked it over and do not want to pay or cannot since being laid off on my job the $14.95 a month for membership. However, as promised by this sales person I would appreciate my $13.99 postage fee sent to me. User's recommendation: Don't be pressured by the phone sales person as I was!
