No one picking up the line for customer service

Have tried several times from first thing in the AM to afternoon and evening and on hold for over and hour. Still have not gotten through. I have also written for answer to billing question and have not gotten any reply. User's recommendation: Local delivery is great. Water is good BUT online service there is none.
