My tablet is uncertified by Google

I have a old 2013 android tablet model #M980 it was not in use for a 2 years. I had to put all of my stuff in storage because of a tree felled on my house. When I found my tablet I discovered that I could not get the latest version of Google Play Store or YouTube.
