Money has been taken out of my account but my order did not go through and be verified

Money has been taken out of my bank when trying to purchase an item through Apple Pay. The order was declined but the money still exited my account, what can I do and when will my money return since I did not get a confirmation that my order went through, therefore I shouldnt be charged for anything
