Lifeline benefit Transfer

I have moved from St Chas, MO to Columbia, MO and my lifeline carrier Truconnect has no coverage here. I was told to call and given my Q#(qualified) and make a Simple Transfer. All she did was insist I had to go to website. There are NO Transfer Options and all roads lead me nowhere. I had to drive to Dollar Tree and sit in their parking lot to get enough bars to waste 4 hours today with with no NO Help and still no service at homegoidluckhomegoidluckgoodluckg still no. Serviv
