Increase in Bill with Decrease in Usage

Called National Grid to find out how and why my bill had increased from $192 to, two billing statements of $247 when I'm on the Budget Plan. The customer service agent tried to explain that I was being billed according to the budget plan which is reviewed every three months. This agent also said that my usage had increased. I told the agent that this was not possible since I had stopped using my A/C weeks ago and switched over to using a fan; and taken additional measures over the past two months to reduce my electric usage. I asked the agent if National Grid could send a technician to my home to check the meter for proper functioning. The agent told me that there was "nothing wrong with the meter, the reading is accurate." Based on what I was told by this agent, my bill for next month will also be $247 and then it will be reviewed. This is B.S. because it means that although I'm using less, I'll still be charged more. This company is a ripoff!
