Incompleat central vaccume pipes

I bought greenpark home in 2015 Built in 2005 I install central vaccume and only 1 outlet out of 4 is working Basement is finished And i found out that pipes in basement r not connected Builder left pipes unfinished and now i dont know what to do May be i have to tear down the bassment celing and lest see what happened
