I didn’t receive a notice and charge went up

Due to COVID-19 toll plazas were closed I travel from Allentown PA to jersey city and back also from Allentown to the Bronx I believe also to Atlantic City once I want to pay all my tolls but I dont want to pay penalties I didnt receive the first bills now Im being charged extra fees , I have been out of work since March due to Covid my License plate # is KNL5721 Damaris Quintero 1709 Barrett dr Bethlehem PA
