Fradulent behaviour on behalf of Avis regarding full insurance

I rented a car for a week at Avis on Zagreb airport. I was asked if i wanted to take full insurance. I asked what that entailed. I was told that it fully covered any damages to the car including theft. I asked about deductible, and was told it would be zero. I took the full insurance for that reason. On the morning I was flying out I discovered that on the passenger side of the car had a dent and scratch. I did not notice it before, so I assume that someone parking next to me at hotel (which had fairly small parking spots) scratched my car as they were pulling in or out of their space. Since my flight was early and Avis office was not open yet, I returned the car to the avis parking spot, and left the car keys at the counter (Avis attendant who rented me the vehicle told me to do that as i told them my flight was leaving before the would open office). When i checked my Visa charges few days later, i noticed Avis charged me $1900 canadian dollars for the car damage. I contacted their customer support and sent them agreement and explanation of damage and pointed out that THEY said to me that car was fully insured once i took full insurance. So far i am still waiting on their response over 3 weeks later. To me Avis is at this point committing insurance fraud as they sold me full insurance, and then ended up charging me for car repair anyway.
