ZipCash bill for car on account

Received a zipcash bill for car on our account. with the old website you could log into your account and click on "contact" - send an email with the zipcash account # and it would get paid at the discounted rate from your toll account. With the new website you cannot contact them for any reason other than to change a name on a title and you have to attach a document or the correspondence will not go through. Just to check, I logged into the ZipCash account and clicked on "get a toll tag" - guess what! It told me this car already has a toll tag...THAN WHY AM I RECEIVING A ZIPCASH INVOICE!?!?!?!?
