Why are Ebay customer service people all liars?

I had a problem with an Ebay transaction. I was the buyer, and the seller sent me a broken item. However, it was past the 30 day Ebay money back guarantee time period. So, the seller said that he would refund my payment back to me if I mailed the item back to him at my expense. So instead of taking a total loss, I reluctantly agreed to return the item at my cost. Ebay customer service told me that I could have made the seller pay for the return cost, so to make up for that, Ebay customer service put me on hold and I assume spoke to a Supervisor about the situation. Then, the customer service person got back on the phone and said that they would issue me a coupon for $22.00 (the price to ship the item back) for a future purchase on Ebay. I thought this was an act of good faith by a billion dollar company like Ebay, so I said thank you and thought everything was resolved. A couple days later, no coupon had been sent to my Ebay account. So, I called Ebay customer service and one lady said that she would email the agent to see if he could issue the coupon. Then I called again the next day and was told it would probably take another 24 hours to post on my account. The next day, still no coupon, so I called Ebay customer service yet again. This time the agent said that they cannot give me the coupon because I had been refunded for the item. What ???? I asked him what did that have to do with paying for the shipping with a good will coupon from Ebay? All I got was sorry sir, we cannot do anything for you. The case has been closed. I asked for a Supervisor five times, and was denied every time. I would still like a coupon for the $22.00 that was promised to me by the first Ebay customer service representative.
