unable to transfer fund

I just opened a neteller account whereas it has been funded with 15dollars, now I want to transfer 12dollars to another Neteller account it was not going through bringing a pop message that I have exceeded my maximum limits and I was trying to deposit into my IQoption and not going through too.. what is really happening let me know.
