Unable to get my credit balance of over $3,000 back from Costco.

I had a credit balance of over a $3,000 on my card which I could not use because the Costco branch I shopped at in Vancouver said I would have to request it from the head office in Vancouver. This was done but after many weeks at end there is still no sign of funds being returned. Need to know when will I get my credit balance back.
