Toll payment inquiry, ca license plate

I'm trying to pay a toll, but the "send inquiry" feature when I hit the SUBMIT button, nothing happens. When I call the toll free numbers on the website, I get either a fax dial tone, or I get sent around in circles with the automated feature. my email is crookie85@***.com if the company would please email me.
