Telephone technical issues

I have tried daily for the past 10 days to contact the DEO for assistance with changing the effective date on my claim and have had no ability to get through. The answering services says they are having technical difficulties and try later. Or it asks you to hold for the next customer service representative and then immediately hangs up on the call. When I reported this to the main answering service of DEO in Tallahassee (1-80*-204-****), they say it is just over loaded and keep trying. When questioned as to why they would offer me such an absurd reply to my problem, they say this is the answer they are told to give out by their superiors. Please offer a proper solution that I may be able to resolve my DEO issues.
