Store sold me a wrong size pool liner

I measure my pool and they sold me wrong size of pool liner I call the store as soon. As find out was to big the don't want to exchange to smaller one cuz I took it of the box the manager ask if I have 12 or 14 pools on my pool I said 12 she said I need it a 18 not 21...
