Still have not received our refund for canceled cruise

My husband and I paid approx. $7000 for a cruise with Norwegian which was canceled. We were told that within so many days there would be an online form we could complete to get a refund to our credit card. Our Travel Agent followed their instructions and keep us informed. We were told 90 days. I thought that was strange but travel agent kept telling us it takes time because there are so many. Then 90 days passed, and the travel agent called her Rep with Norwegian, she said he told her before she even told him what she was calling about, "no refund bc they canceled too early" We did not cancel until we saw on Norwegian's website that we could either get a refund or 125% future cruise credit. It has been 5 months now and I have not heard anything from Norwegian with how they plan to handle my $7000 except for "you canceled too early" Our travel agent is no longer accpeting our calls and she has said I have done everything that I know to do. This just does not seem right. User's recommendation: I love cruising and have taken many cruises. This is first time I have used Norwegian. I am just very disappointed with how this issue was handled or not handled.
