Senior citizens lied to by roofing company

Update by user May 01, 2018 I received an email on 04.30.2018 from Pissedconsumer.com asking if this matter has been resolved. As of this date, Payne Roofing continues to ignore this matter and it has NOT been resolved. A complaint has also been filed with the BBB and two weeks ago they indicated that Payne has not responded to them either. Original review posted by user Apr 01, 2018 I am a senior citizen that was lied to by their representative so that he could get the job. After a heavy rain in July of 2017, the floor of my detached garage flooded. The rain water was entering the garage at the bottom of the floor on the east and south sides. When Jeff Neil of Payne Roofing came out to my home I showed him where the rain water was entering and told him I needed an estimate to stop that flooding. After he went on the roof of the garage he told me that there was an opening on the roof on the east side and that rain water would come in that opening and travel down the inside of wall and come out at the bottom of the floor. Since Payne is a licensed contractor I took his word that replacing the shingles would resolve the problem. A down payment of $1,000 was paid on 08.18.2017 and the final payment of $1,000 was paid on 09.15.2017. It wasn't until the first week of January 2018 that we had another heavy rain and that is when I found out that the garage still flooded. That means Jeff Neil either lied to me when I was told that replacing the shingles would stop the leaking or they did not do a very good job. On January 10th, 2018 I sent a fax to Jeff Neil letting him know that the garage was still flooding and that it needs to be addressed immediately before further damage occurs. I asked him to contact me immediately and he has ignored me. On 01.14.2018 I sent a fax to Steven Taylor Payne and Linda Lee Payne, the owners, letting them know that my fax to Jeff Neil has gone unanswered and brought them up to date on the situation. I also stated that a formal complaint will be made to the ROC if I continue to be ignored. They have chosen to ignore the issue; therefore, a complaint was filed with the ROC. In summary, I agreed to have them replace the shingles because Jeff Neil told me there was an opening on the roof and that replacing the shingles would resolve the problem and avoid further flooding of the garage. I would not have replaced the shingles at this time if I knew it would not stop the flooding. I would have used the money paid to Payne to repair whatever the actual problem may have been. That means either I was intentionally lied to by Jeff Neil, so he could get the job, or they did not repair the opening-if there was one. The ROC came by and looked at the garage on March 21, 2018 and they told me their only jurisdiction was to see if the shingles were properly installed, that they do not have jurisdiction when it comes to Consumer Fraud, when I was lied to about needing to replace the shingles to stop the flooding of the garage. Interestingly, on February 27, 2018 I spoke with Conor Smith of Payne Roofing and he told me that Jeff Neil was no longer with their company. When I asked why, he told me that he was not able to discuss it, only that he was no longer with them. That sounds to me like my issues with their representative was shared by others. It appears to me that this company does not care if their employees lie to get a job and that they will not make an effort to resolve any complaints. That is not the type of company that I would want to do business with.
