Rental Car refund

I reserved at car for August 6th through Priceline. A week before my son got Covid and we had to cancel the trip. I contacted Priceline and was told to contact HErtz to cancel. I did that and got confirmation form Hertz that the reservation was canceledd. Low and behold I was still billed $403.94 from Priceline. I contacted them and they said no refund, asked to speak to supervisor and got same song and dance. Then I wanted to speak to manager and they would not allow me to speak with manager and was told they they would call me back. After waiting all night for a call back. They called me back at 11:45pm. I was sleeping and missed the call I tried Hertz again and they said they can do nothing because the did not recieve my money. Priceline stole $403.94 from me. This should be illegal they way they do business. They are taking advantage of people's misfortunes during these trying times with Covid. Its disgusting that they could steal my my money and I can't do a thing about it.
