refusal to deliver packages to addressee

On many occasions, over several years, the UPS driver has refused to deliver my packages to my door as addressed. Several times I have been told I would need to pick packages up at a hub. Several times the driver has indicated that I either refused the package, asked that it be held or that the driver didn't feel there was a safe place to deliver. The most recent incident is a package sent UPS to be delivered by USPS. Unfortunately, UPS decided that they would be in my area and they would deliver my package. This was 6/28/2021. Their website showed that they would be delivering my package on 6/28/2021 by 7 pm...they did not. Next day, 6/29, their website showed "On the way" with a delivery date of 6/29 by 7 pm...they did not deliver again. After the 7 pm deadline I went online to find a way to contact UPS, they make this almost impossible. I finally found a chat line after a 30+ minute search. The representative was MOST unhelpful. I was basically told package was still being 'processed' and I just needed to check their website daily. My package couldn't still be processing as to load it on a truck to be delivered it had to be scanned. On 6/30 I checked the UPS website to see a message that said "check for delivery update tomorrow". On 7/1 and today 7/2, I have checked the UPS website to see a message that says "Information not available". I have managed to send a couple of emails to UPS asking where my package is. They send an email back acknowledging that they have received my email but then I hear nothing else from them. I am looking for someplace to get information on how to file a legal complaint against them for discrimination against a senior, theft and possibly other charges. They refuse to do their jobs and seem to believe they have the right to pick and choose who gets their packages and who will not. Maybe if we all stop using UPS or doing business with companies that use their so-called service and UPS takes a large profit hit they might start doing the job they are paid to do.
