Received my guitar and the truss rod will not tighten, so, the neck cannot be adjusted correctly!

I ordered a seafoam green Xavior strat, and, the neck can't be adjusted! My guitar tech said that the truss rod will not tighten up! What do I need to do! I DID order one of the 21 fret maple with abalone headstock and mother of pearl and abalone inlays! But, what do I do about the other neck?
