Question regarding 3-bin sorter

I've put the 3-bin sorter together. When I lift it, the wheels fall off. There doesn't seem to be a way to tighten them or screw them in. The only instruction is "Insert casters as shown." Are they supposed to just fall off if you pick the bin up? User's recommendation: I'm waiting to receive a response from the Mainstays Company.
