Pole not installed

We have been waiting for over a month for a pole to be installed at 2568 DONEGAL SPRINGS ROAD, MARIETTA, PA. 17547. My sons house is almost completed EXCEPT for the POWER. The electric cant be tested, there is no water to the house. It is getting darker earlier , you cant see ! What is the hold up?
