Paying outstanding payment & cancellation of service

I called onstar billing department on September 8th the first time around 11am. I kept getting the run around from a lady she kept saying she couldn't hear me she didn't know how to process my payment she tried to pass me to cancellation of service department. A lot of long pauses like she was doing something and then she would ask me repetitive questions that I've gave the answer to. Then I called back later on in the day around 3 or 5pm because I wasn't getting anywhere with that lady so I called back she did it again " oh you want to restart service?" I started to get annoyed like she didn't understand what I was asking her then she started being sarcastic with me after I told her this is my second time calling about the same issue and nothing has be done about my payment. Then she started raising her voice and I told her I don't want to keep calling back for the same issue and then she hung up on me and she still did not do what I asked so I still have a outstanding balance. After she hung up on me I tried calling her back and the billing department line said it they are closed she directed my phone call like I was calling after hours she is rude and unhelpful.
