Ordered cleaning product Oct 2018 and never received it but charged for it

Ordered cleaning product in early Oct 2018 they deducted the money but I did not receive the product even said it had been posted but I checked it online and it said there was no such order. They are scammers and ripping people off. What legal avenues can one follow to retrieve their money in my case it was only a small amount of money.
