Not happy with the vendor.. feel cheated and tricked

I purchased a tab from this store called LLYouth on Lazada. Bought 2 tabs . One works the other does mot. I contacted the seller from lazada platform and no replies so i put in a request to refund as advised by the Lazada Customer Service which was very helpful. After 3 days the vendor replied my message said they will replace the faulty tab but i need to retract the request for refund on Lazada. After 3 weeks, i still have not received the replacement. On Lazada,the refund policy is 14 days only. I feel that the vendor has cheated me. I want him to pay for the faulty tab and damages!! User's recommendation: Ban LLYouth Store.
