No option for buyer, just for who received a gift card

I bought a gift card for my son and my daughter-in-law on Dec/14. They didn't receive a card. I try to contact a site by email and I didn't receive email back. By phone, you don't have an option for this problem, when you choose talk to representative, after that, you need to put 16 digital number of card. If I didn't receive that I will be disconnected. User's recommendation: More option for how buy a card.
