No one is getting back to me

Billing is not answering their phones. Ive been on hold numerous times. Once was over an hour and a half. Im currently on hold again because representatives keep transferring me and say they cant help me. No ones answer the multiple emails Ive sent. I had a reservation make for Aug 28-30 at SeaTac airport. Someone at the department came down with Covid and the department was closed. No one notified me prior to my arrival. There is a typed message stating that you will reimburse me for the additional vehicle I had to rent last minute. I would like the $228.43 reimbursed immediately.
