Never received physical gift card; confusing customer service help

I ordered a physical gift card in early December as a Christmas gift but when I called on Christmas Eve to make sure everything was OK, it turns out they hadn't received my shipping address for some strange reason, which resulted in the gift card never getting shipped out. Not sure how this can happen since it requires me to fill out my shipping address when ordering. I submitted a help form via email; no response. I called customer service and they insisted I had ordered an e-gift card, which is impossible because I was charged for shipping, and I know that ordering an e-gift card does not require a shipping address. I called again a few weeks later and they agreed to file a request for a refund and would get back within 24-48 hours. It's been five days so far and I haven't received anything.
