My money didnt transfer to my Venmo card even using instant deposit

I had $25 on cash app well I lost my cash app card well I linked my Venmo card to my cash app so I would have a card well in order for the money to go on that card from cash app u have to go to the app and hit cash out and it will go on the card well I went and hit cash out and everything and while I was at the store getting my friend some gas well I tried my card 3 times and it kept declining it
