Missing merchandise credit

For 3 years, I have been trying to resolve a merchandise credit issue. I made a return which was outside the window and was sent a merchandise credit. I was told it was valid with no expiration date. Over the summer I attempted to use it for new school backpacks and it was decline. I began the rollercoaster of trying to get customer service to resolve the situation. - Started with Melody in July. She said the giftcard team "locked the card" and it would be 48 hours before they were able to unlock it. - Called back two days later and Linda checked and said it was in the mail. No card arrived. - August 17 talked to Dijon would said that she would follow up with management. I should expect the card within 2 weeks. - Called Emily on August 30 who said in 7-10 business days the card would be in my hands, and put in a ticket for a supervisor to call me (who never did), and still no card arrived. - Talked to Marquisha later that same day, and she claimed she was magic and would also send me a $20 gift card for my troubles. She pushed them through and after the fact verified my mailing address. It was wrong. I then had to pay for USPS forwarding, just in case the cards did get mailed out. Nearly a month later, still no gift card. No manager has ever been available to speak with when I call, and each representative gives me a different story with assurance that they have taken care of the problem.
