Missing item or not received

PayPal team, This is Younes, and I would like to escalate an issue regarding receiving. I have not received my item that described as welding machine Flux 125 model 63582 from seller's that I made a purchase last Sunday, July 19th, 2020, from that link: https://www.expreseu.com/electric-125-flu--63582-welder-chicago?zenid=sjlnmuqgi44oict2ja96kat766 Email address: johnpeterklier@***.de Receipt No: 0652-62**-**11-3259. Shared tracking number: 940011****883376****57 It has showing that was delivered by USPS on July 20, 2020 @ 1:08 pm. But I did not find anything in my mailbox or in my front door?? Other thing that I would like to know is the price of the item was $88.99 include free shipping and free tax, and it's turn to be with additional charge to become a total amount of $103.30!! So, kindly could you explain what the extra charge for ($13.31), and why I didn't get received my item. As per my knowledge in such case my item should not be released until I sign for.
