Metlife retirement account with university of florida account [protected]

My son Peter J. Harden passed away on July 27th, 2020. He worked for the University of Florida in Gainesville Florida in the IT Department for 16 years. As an employee of UF he qualified for a retirement benefit which he did enroll in through Metlife, PO Box 173768, Denver CO., [protected]. Metlife agrees that they do owe his estate a payment but they have stalled and will not pay out the benefit. Their reply is that they are waiting for the Benefit Department with The University Of Florida to approve the request for payment. When I contact The University of Florida they tell me that they have no control of the funds. It seems that UF has had the problem with Metlife for quite a while and still continues to use their services.
