Manager refused to refund my deposit

On 5/10/21, I made a reservation at KOA Elkhart/Middlebury in Indiana for a tent site from 5/28/21-5/31/21. The email I received as confirmation states that a 48 hour notice is required to cancel a tent site. I called to cancel as soon as I knew the plans for the weekend had changed. On 5/19/21, I phoned KOA Middlebury to cancel my tent site reservation. The guy who answered the phone told me I would lose my entire deposit. I think his name was Jerry, he had an accent, and claimed to be the manager. When I asked him to explain, he said that I would have to cancel a month in advance for a long weekend!! I had only made the reservation about 9 days ago, so how would I cancel a month in advance?? I find this outrageous and unprofessional, especially since I am well within the stated time period to cancel. He said he is keeping my deposit, when it should be returned minus a $10 fee. Oh yes, he said he didn't care! He actually said this. Then he asked if I could call back tomorrow morning and I said no, I had an appointment that would prevent me from doing so. Then he hung up on me and refused to answer any further calls. Look, all I want is my deposit refunded. What kind of business does this to customers? This is my first experience with a KOA. It will be my last one. Oh yeah, he said he didn't care about that, either! What a rude man. He should be banned from front desk work. Can you help me get my money back?
