Item Never arrived and only Received Partial Refund

On March 15, 2021 at 7:53:51 AM PDT I ordered two pairs of bike shorts online from Light In the Box. They were never shipped. The amount I paid was $23.10 USD. I wrote them and they only gave me a partial refund of $11.39 USD. The order number is [protected] and I am requesting the full refund. Light in the Box owes me another $11.71 USD. This company needs to send me a full refund of $23.10 USD for the items that they never sent but promised to ship.
