Issue with refund

I have spoke with seller over snd over. Ups in USA is willing to refund the money back and the seller is asking for documents that i dont need: ups in USA said the only thing they need to do is call so they ca release the money and they are not calling ups in USA they keep calling ups in China. My package didnt get lost in China it got lost in USA.
