Is it a SCAM?

I ordered an item (through Amazon). I never received the item. Asked for a refund ... they refuse to return my $60.00. They say I received the item; and I did not meet their return policy. I never had an item to return. Be aware of their shady tactics. They got my money, I got no product. Who is right? I have/had no reason to lie. They may say they shipped an item (as they argued), yet for some reason ... I never received. It was their responsibility to ensure delivery. Now I am required to submit one hundred words to file a complaint. What is up with that? More proof that his company is not pro customer service.
