I never receive my newspaper!

Despite dozens of phone calls, speaking with supervisors ad nauseum, their assurances that they will get to the bottom of this and a discussion that they claim took place with the carrier, I am still not receiving my newspaper. Each and every day, I must go to a vendor to purchase it. Firstly, I want a new carrier, and secondly, I want my newspaper delivered every day without fail. I would also be curious to know why the carrier refuses to deliver it. User's recommendation: I wish I had a recommendation. This seems easy to fix. Why didn’t it happen after my first call?
