Have an account but I am getting billed for phone calls

I set up an account and was billed $45.98. When my granddaughter calls from South Bay House of Corrections I am again getting billed $9.52 a phone call. I know I have had several accounts to different facility and never had received refunds. I would like to talk to a customer service rep on the phone. I have been trying to resolve this since yesterday. Thank you
