Hang up after 25 minute wait????!!!!

My dad is trying to transfer money from his savings to his checking account. He has called several times and never been able to get help. I called, waited 25 minutes for someone to answer only to have her hang up. I tried doing it via call24 but it transfer me to a line that just hangs up. WTF?
