Fuzzy /blurry mess with you eyes problem

For at least six months or more when we go to a live TV channel like NASCAR racing NHRA on Fx1 the picture is so fuzzy/blurry that it will give you a headache to try to watch it. What can be done to fix this situation? Im paying and cant watch the channels. Every time that I have tried to call on the phone all I get is a busy signal. Problem still exist!
